Im planning on removing a 1cm diametre mole off my back. Who should do it a dermato or a surgeon? Who is supposedly better and what is the difference?

Many specialists can do this: general surgeon, plastic surgeon, dermatologist or family physician who practices these surgeries. It's not the specialty that defines who is better. It depends on his experience and background.
