it could be an excess of fat; diet plus exercice or liposuction if there is excess of skinincision and laser treatmrt

you can't target certain part of your body in losing weight ,so you must decrease your caloric intake but on the other side increase the building muscles action so that fats are replaced by muscle weight and you don't lose weight and at the same time you will be losing your fat around your belly abdomen .
increase your fruit vegetable intake
drink much water and fluids
increase your protein consumption from lean meat fish and chicken breast
decrease fats and especially saturated fats
eliminate junk food
decrease sugar and go to complex sugars
increase the exercises of abdomen area
do much of cardio exercises ,walking with different speeds and intensity these much affect the abdomen area .
