Why is it that sometimes my belly button smells so bad?! The smell's so strong that it sticks to the tshirt covering it, and sometimes it doesn't go away with showering. No blood

It has to be checked. Infection can lead to such bad smells.

This could be due to bacteria in that area. Sometimes also due to fungi. Start by applying an antibiotic cream twice daily over there for 10 to 14 days and check if it improves or not.

I advise you to be checked by your Surgeon, for your symptoms may speak for an umbilical sinus which deserves  treatment

As my colleagues have already said it might me a sign of infection. You should be examined. But the most important thing is to DRY it well after shower and clean it frequently.
