cervical pain related to early degeneration , neck spasms , bad posture , can be responsible for headaches , carefull evalution need to be done to eliminate other causes like migraine , tension headaches , cluster headaches or other ( intra cranial causes ie : aneurysms, masses , meningitis etc etc )

Headache is usually a symptom of an underlying disorder or disease (or also a mood such as anger) such as meningitis, intracranial pressure. As for the neck pain (which may be due to occipital neuragia, etc..), it can cause a headache
