Crust could be due to an infection or skin diseases such as psoriasis for example. A dermatologist can suspect its cause based on examination and treatment as well as evolution depends on its cause

Crust in the hair can be due to several conditions like seborrheic dematitis or fungal infection or even psoriasis. if one of the treatments you have use included shampoos that have medication against fungal infection, and you used them for a while and did not improve, then it is better to check with a dermatologist who will do tests on the crusts and if there are underlying lesions and will give you the treatment acordingly
