Regarding cervical cancer, if a girl and her future partner are not and have not been sexually active in the past and if she doesn't have any heredity to this disease, should she take the vaccination?

As gynecologists we do recommend the HPV vaccine for all women before starting sexual activity.
The HPV virus infects the cervix with sexual intercourse, so being vaccinated before can provide this immunity.
We have good data for over 10 years now that this is beneficial. The recommendation in Western countries is to vaccinate girls between 9-26 years.
There is even discussion to vaccinate boys too in the future, because they carry the virus and can transmit it to women.
