I work hard at the gym and I put in the right amount of time a week. My muscles (mostly biceps) appear to have bruises, why? Is it good or bad?

1st of all you need to make sure that you are not sustaining direct trauma from the weights or the bar, which would be the most plausible explanation for the appearance of these bruises over your biceps.
If this is not the case, it would be a good idea to do a complete blood count (CBC) to make sure that the platelet count is within the normal range (platelets are the components of the blood responsible for blood clotting immediately after injury). Other basic tests for bleeding tendency are the PT, PTT, INR. Any additional tests will be considered based upon the results of these 4 basic tests.
