I had electrolysis sessions for 2 years now for the middle area in my neck. But it did not completely go away. Can I do laser now on the same area (duetto machine) or does it have any negative effects

Usually response to electrolysis is 90% hair removal. In the neck area for oriental and Mediterranean people there is a high risk of increase of the hair instead of its removal when laser is done. Usually electrolysis sessions for the neck should be done every 4 to 5 weeks, if not done so, then the response is slower and can take years.
