Can ARS symptoms in HIV show after 9-10 weeks of exposure or this would be considered too late? I don't know if my symptoms are related to ARS or just anxiety.

you can not rely on ARS symptoms to diagnose HIV ,HIV tests are the only test reliable and when HIV tests are positive then we look for signs and symptoms .
ARS symptoms alone are flulike symptoms in healthy people
rely on your HIV tests ,since you are worried about the virus you may think every symptom related
