Dad is 77 years old, heart surgery few years ago, nothing serious since + clean tests.Slight arthritis which affected his back a bit.His fingers are always numb and cant hold and feel with them, why?

you have to ask him if the numbness is related to exertion. if yes a follow up with his cardiologist is a must

Is it in both hands?, he should be examined by a neurologist most probably

In fact you have to see if the numbness is in both hands, but the first diagnosis would be a "disc" problem in the neck
Anyways if your father hasn't had Echocardiography and Stress test since the operation, it's big time to do them
