Yes ,it is safe ,but be aware of over scratching or rubbing,or over cleaning like any part of the body you don't need to clean your belly button much, especially because it contains a team of very helpful bacteria
As long as you regularly bathe and use effective soap in and around your belly button, you don't have much to worry about. Your belly button, unlike your teeth, does not require constant supervision.
