This condition is mostly normal since the scrotum contains muscles that can relax (therefore having testicles that are more apparent), or contract (thus making the testicles go up in the scrotum).
All this creates an illusion of having a smaller or bigger testicle. The testicular size remains certainly the same, but its position varies.
