It's a chronic disease and not viral infection, anyway an ENT would ask for a surgery intervention, ive tried lots of medical treatment but no resuts, ur recommendations is appreciated

Mind you, cheilitis has many types, depending on the exact underlying problem. It may be caused by numerous endogenous (from your own body) or exogenous (from outside) factors, the most common of which are atopic dermatitis (or eczema), contact irritants or allergens, chronic sun exposure, and infection.
If it's a chronic condition that is not responding to regular moisturizers, then a more indolent underlying pathology should be looked for. Secondary involvement of the lips can occur in many cutaneous and systemic disorders, such as lichen planus, lupus erythematosus, autoimmune bullous diseases, Crohn disease, sarcoidosis, and nutritional deficiencies (such as iron or vitamin B12 deficiency).
