There is such a large variation in external female genitalia ,having an extra skin there is quite normal and varies between women.

Despite this, some women are bothered, either physically or just don't like the appearance and feel uncomfortable with redundant labia minora (inner lips).if so a labiaplasty would decrease the size of labia minora and may make feel more comfortable if it bothers you, it can be done by laser .

it do nothing with orgasms ,it doesn't affect your sexual arousal ,your stimulation is affected primarily by the clitoris and less by the G spot and these extra apparent skin doesn't interfere with both
it is only an appearance that differs between women .
