If in irm report, they wrote the cervical intervertebral disks are moderatly degenerated, they mean i have arthrose?? if not what does it mean then? thanks

"Arthrose" is more than that. First, it is unusual at your age. Second, a simple neck X-ray can show features of "arthrose". The MRI often shows details that are sometimes not correlated to complaints. Why did you get the MRI to start with? If you had neck pain, and this is the only finding, I would recommend starting good exercises for your neck and a good posture habits.
