I think am facing PE sometimes before i even start penetration it ejaculates and some other time after around a 1 min is this normal what should i do?

apparently you are facing some problems. the good news is that it can be solved either with behavioural changes , some therapy or with medications.

By definition, premature ejaculation (PE) is a lack of control over ejaculation control, with a short time between starting intercourse and ejaculation despite a normal sexual activity frequency, associated with couple's dissatisfaction. The "short time" is defined as < 1 minute for primary PE and < 3 minutes for secondary PE (was originally better). The latter should benefit from some investigations.
Though there is no organic cause that can explain primary premature ejaculation, its correct mechanism is not yet known. It could be related to genetic predisposition, penile hypersensitivity or psychogenic factors.
Before moving to drug therapy, one can benefit from some behavioral treatment. This must rely on the cooperation of both partners. It is somewhat time consuming. Decrease foreplay, switching positions (allowing some rest) and adoption of less stressful positions, along with the stop-pause and the stop-squeeze techniques could be beneficial.
If this fails to resolve the problem, one can rely on topical, then oral drugs to help relieving this condition.
