I have a thin upper lip and a 'normal' size lower lip. I asked a plastic surgeon he said fillers won't work because my upper lip is too thin and he wants to put an implant. Do I have other options?

You are still young and implants placed in the upper lip are permanent. Their long term outcome is not guaranteed and you might end up with deformities.
