If you have any of the preventable causes, you need to eliminate those.
If however it's a hyperpigmentation problem, you'll need special creams (effective up to 15-20%); you should also consider IPL or laser treatment after consulting with a dermatologist.

Here are some of the most common causes of true under-eye circles:
1-Allergies
2-Atopic dermatitis (eczema)
3-Heredity — dark under-eye circles can run in families
4-Lifestyle factors, such as physical or emotional stress, smoking, or chronic alcohol use can take a toll on your appearance
5-Nasal congestion (which can dilate and darken the veins that drain from your eyes to your nose)
6-Pigmentation irregularities — these are a particular concern for people of color, especially blacks and Asians
7-Rubbing or scratching your eyes
8-Sun exposure, which prompts your body to produce more melanin, the pigment that gives skin its color
9-Thinning skin and loss of fat and collagen — common as you age — can make the reddish-blue blood vessels under your eyes more obvious
these almost the most common causes
BUT IF THE DARK CIRCLES ARE ONLY IN ONE EYE then:
depending on the previous factors that make dark circles and excluding factors that lead to dark circles in both eyes then in your case these dark circles might be from
-an allergic action in the left eye that lead to the dark two circles
-rubbing the left eye strongly could lead to your situation
-trauma such as a surgery done before on a part of your face near the eye,or if you faced an accident such as car accident It could be that your body just isn't absorbing the dead blood cells left behind from a trauma
-some capillaries under one eye can be apparent more than the other and change in color appearance and become widen more in eye than the other
IF the dark circles changes in color or size or you feel any other symptoms auch as swelling or redness ...immediatly consult an ophthalmologist
