I experienced chronic non bac prostatitis from 6 years due to small section of urethra. now i have discomfort in prostate is it due to frequent masturbation? i have to cut off? 28 years

Actually you might have a recurrence of this condition that is causing this discomfort. Some tests are needed to define more precisely your condition.
You might also benefit from reevaluating the status of your urethra.
Concerning masturbation and its effects: usually masturbation does not cause any damage and is not related at all with your complaints.
On the other hand, chronic prostatitis can cause painful ejaculations.
I advice you to consult a urologist to re-discuss this condition with you and help you treating it.
