A smoker 38 male has a blood pressure of 14/10 in the morning just minutes after waiking up. Is it normal? Thank you.

No, it is not normal. BP tends to be lower in the morning than later in the day, so a high BP after waking up means that you likely have hypertension and will require treatment. Please note that both coffee and smoking can transiently increase your BP so it is best to refrain from both for at least 30 min before you check your BP
